The new 2026 Housing Plan, introduced by Decree-Law No. No. 66, dated May 7, 2026. The measure was introduced with the goal of increasing the supply of affordable housing and accelerating urban renewal efforts.
The plan allocates 970 million euros for the revitalization of the public housing stock, with initiatives focused on major repairs, the repurposing of unused public buildings, and demolition followed by reconstruction without using additional land. Operational management will be entrusted to INVITALIA, which will select projects through public calls for proposals.
Priority will be given to projects included in urban regeneration programs and affordable housing initiatives, to which at least 70% of the investments must be allocated, in order to guarantee rent-controlled housing for families, students, and workers, with rents at least 33% below market rates.
The decree also significantly streamlines building procedures: for renovations, demolitions, and reconstructions, it will be possible to proceed through the SCIA and a simplified interagency conference, resulting in shorter administrative processing times.
The new Housing Plan therefore represents a strategic step forward for the Italian real estate sector, especially for operators active in urban regeneration, sustainable real estate development, and the revitalization of public assets.
